Rose who was born Rose Marie Ciccolella
(her mother: Anna nee: Califano and father Gennaro Thomas Ciccolella in Saint Mary’s Hospital in Hoboken) and her husband
Raymond Heck moved to Hasbrouck Heights in 1962 with their three little girls; Nancy, Laury and Rosemary. Then in 1964 their
daughter Suzan was born. They have a total of eight grandchildren; six boys and two girls. · Rose attended
Our Lady of Grace Parochial School and The Academy of the Sacred Heart; both taught by Sisters of Charity. She briefly attended
Seton Hall University until her mother became ill.·
She lost her husband of 45 years to cancer on Dec. 24, 2001. · From the
very beginning, Rose became active in the Rosary Society while Ray instituted and coached the boys Basketball Team at Corpus
Christi.· She was asked to become involved with the Republican organization and that very year (1962 the year
she moved to Hasbrouck Heights) became involved with the Gus Odeane-Bill Cavalier Council Campaign. She always had the full
support of her husband.·
She subsequently became a County Committeewoman; then Municipal Chair; a staff
member of The Observer (retired after 30 years as Editor, Publisher, Advertising Director, etc.); Contemporary Club President;
Woman’s Club President; Advisor the Junior Woman’s Club; Corpus Christi Parents Assn. Cafeteria Mother; Publicity
Chair and Parliamentarian and member of the Corpus Christi Concerned Parents Assn.; Girl Scout Leader for eight years and
for several years served as Public Relations Instructor for the Bergen County Girl Scouts; President of
the Chamber of Commerce (first woman served for three years) as well as 12 years as Parade and Treasure
Hunt Chair and 14 years as Publicity Chair and started and was in charge of the Chambers Annual Sidewalk Sale for many years;
Corpus Christi Sunday School Teacher, Lector, “The Voice of the Corpus Christi Carnival” (you have to ask her
about that one); a founding member of the Friends of the Library, and Civic Activist (as the Record once dubbed her when Rose
fought for the children and people of the community to utilize Woodland Park for concerts, sports events for the children,
community theatre projects, etc.).·
She was asked by the Republican Woman’s Club to run for Council, she did,
she became the first woman to serve in the Borough’s 93 year history, three years later Bill Imken supported her to
be his replacement on the Council. She served one term on the Council and two as Mayor till January 1996.· She then
was asked to serve as a BCUA Commissioner because of her work as Mayor, where she served as The Commissioner of Resource Recovery
and her work with recycling (she served there for two years and among other things, helped to prevent the incinerator from
being built next to the PSE&G building in Ridgefield Park).·
In 1991 she was asked to run as the replacement for Assemblyman Pat Schuber, and
was elected and sworn into the Assembly in 1991 and elected six times after that, completing 13 years of service. Her successful
completions of projects are too numerous to mention here, as is the work she has done for the Borough of Hasbrouck Heights. She was the recipient
of the Elks Woman of the Year Award, The HH Men’s Association Citizen of the Year Award and the recipient of the V.F.W.
local, district and State Volunteer of the Year Award, and the Lifetime Silver Medal awarded her by the N.J. State P.B.A.

Rose’s years of service continued through the 13 years she served in the
New Jersey Assembly where she earned statewide recognition for her leadership abilities. She is credited with the establishment
of the Hudson Bergen Light Rail System through her leadership and chairmanship of the New Jersey Bipartisan Light Rail Committee,
having been appointed by Speaker of the House Chuck Haytaian. Her work on the HBLRT and the Southern Jersey Light Rail known
as the River Line is well documented. She continues that work as Chair of the New Jersey Association of Light Rail Passengers
(NJ-ARP) Light Rail Panel.·
She held statewide meetings on Child Abuse and Neglect and among her many bills
to aid children she introduced the bill supported by Governor Christine Todd Whitman that established Four Regional Child
Abuse and Neglect Diagnostic and Treatment Centers in the State of New Jersey; The Audrey Hepburn Children’s House at
Hackensack University Medical Center being one of them. She received a national award for her work in this area. · As a member of the community she has worked with almost every volunteer group, has judged various
contests, Chaired numerous events, continues to Chair the Contemporary Club’s Candidates Night, served on the Library
Board, Planning Board, Zoning Board (was chair) and was Chair of the Environmental and Transportation Commission, having introduced
the enhanced recycling program and introducing the Children’s Environmental Poster Contest that continues annually,
Mayors Celebrations Committee, Bicentennial Committee, grants person for over 30 years, representative to the TANAAC for numerous
years, Chair and/or member of the Southwest Community Development Block Grants Committee (CDBGC), Chair and/or Vice Chair
of the Countywide CDBGC and is currently the First Vice President of the Bergen County League of Mayors.· Rose Heck
worked to obtain the grant that helped establish the Senior Center, and the first Community Service Bus for Hasbrouck Heights.
She also initiated the work on the Senior Citizens Housing Unit on Franklin/Hamilton Avenues. She put together and led a study
team to develop the plan that brought about the grant monies to build the 33 unit Senior Housing that is now under the authority
of the Bergen County Housing Authority. The land still belongs to the Borough of Hasbrouck Heights.· In the 2007
Campaign for Mayor she helped put together “A Fresh Start in 2008.” Successful Committees
included: The Research Committee, Visit with the Mayor – available weekly in the Library to meet with residents, Hasbrouck
Heights Hot Line for residents to use, The Mayor’s Youth Committee, The Mayors Senior Citizens Committee and the Mayor’s
Business community Committee (through that committee she brought about the Annual Street Fair costs covered by donations from
business sponsors; having now completed its third year and looking towards its fourth in 2012). Her monthly Mayor’s
report can be found on the Borough’s Web Site and outlines the myriad of work she has done. She continues to meet with
residents weekly in the Library on Saturday mornings when it is open and during the summer months on Monday nights when the
Library is closed.
